Plans for the development of over 200 homes at the former military site in Colchester are on track for approval, despite concerns about potential traffic issues in the area.
The disused Army Base Repair Organisation (ABRO) site, located in Flagstaff Road, contains a significant portion of the only known Roman Circus in Britain. Previously part of the Royal Artillery Barracks, the site was vacated in 2019 and sold by the Ministry of Defence for £8.85 million in 2022.
The proposed development includes the demolition of large buildings at the south of the site, which will be replaced with public open space. The plans feature two and three-storey terraced and semi-detached properties, as well as apartment blocks of similar heights.
The developer aims to transform the Roman Circus Visitor Centre into a major tourist attraction as part of the construction process. While initial plans involved the removal of eight buildings due to asbestos concerns, the current proposal is recommended for approval pending a Section 106 agreement.
Despite concerns about traffic and the historical significance of remaining garrison buildings, the planning committee is moving forward with the development. Councillor Kayleigh Rippingale emphasized the importance of ensuring that the new housing is in harmony with the area’s historical value, particularly the Roman Circus.
As discussions continue with the developer and residents, efforts are being made to address community concerns and ensure that the housing project aligns with the unique character of New Town and Christchurch. While the need for additional housing is acknowledged, the focus remains on preserving the historical significance of the site and fostering a positive relationship with the local community.
